Rationale for acceptance:

  • This only affects backward compatibility fallback mode
  • Services SHOULD have explicit HTTP annotations in production
  • All 4 generators are perfectly consistent when annotations ARE present

  • D-03-06-02: 10 key consistency areas verified with no remaining issues
